Drag-and-Drop Semantics
What actually happens when you drag a card, and why most columns aren't draggable at all.
Dragging a card from Pending onto In Progress starts that task, the same action a Start button would take. If the task isn't actually eligible to start, the card simply stays where it is rather than moving somewhere invalid.
No other column is a drag target. A task in Needs Attention is retried with its own Retry button instead, retrying starts a new attempt rather than moving the existing card.
